The new Borno Head of Service (HoS), Alhaji Mallam Fannami, on Friday said he would inculcate and entrench discipline in the state civil service.

Fannami said this in Maiduguri shortly after he was sworn-in as the state substantive Head of Service.

He said that this would be achieved through re-orientation awareness campaign, reward and punishment system in the civil service.

According to him, this can be achieved by rewarding outstanding performances to motivate others and punishing erring members of staff to serve as deterrence to others.

Fannami, who thanked Gov. Babagana Zulum over his appointment, also pledged that he would invigorate the service.

“Your Excellency, I humbly wish to state here that I fully recognise the daunting challenges ahead, especially the depletion in the number of employees on daily basis due to massive compulsory retirements on grounds of age and service year.

“Also, the complete absent of some critical class and generation of civil servants due to retirements confounded by the long break in recruitment of civil servants in the state.

“We shall pay greater attention to training and retraining of all categories of civil servants including computer training to improve on our human capital for quality service delivery.

“We shall identify genuine vacancies especially in the administrative and some technical areas and refer same to the Civil Service Commission and the government for possible recruitment,” Fannami said.

Also sworn-in at the ceremony by the Chief Judge of the State, Justice Kashim Zannah, were Malam Isa Gusau and Retired Brig. Gen. Abdullahi Ishaq as the Special Adviser to Gov. Zulum on Media/Strategy and Security respectively.

Others are Mr Haruna Hassan as the Deputy Chief of Staff to the Deputy Governor of Borno and the newly appointed Caretaker Committee chairmen for the 27 LGAs of Borno.

The governor, who was represented by Deputy Governor of Borno, Alhaji Umar Kadafur, tasked all the new appointees to reciprocate the gesture by living up to expectations.
