Police changes SARS to FSARS, appoints new commissioner after Presidential order

The Inspector-General of Police, Ibrahim Magu, today officially announced the overhaul of the Special Anti-Robbery Squard (SARS) in compliance Presidential directive.

Under the new arrangement, the outfit will now be known as the Federal Special Anti-Robbery Squad (FSARS), and to be under an oversight of a new commissioner of police.

The directive was sequel to the continuous allegations of human right violation of the officers of the outfit in the country.

Recall that FELLOW PRESS reported that Nigerians raised awareness to stop the security outfit and its operation with #stopSARS hashtag on the internet.

Speaking on the development, the Acting President, Prof. Yemi Osinbajo said he directed the overhaul of the security outfit “following persistent complaints and reports on the activities of the Special Anti-Robbery Squad (SARS) that border on allegations of human rights violations, I have directed the Inspector General of Police (IGP) to, with immediate effect, overhaul the management and activities of SARS and ensure that any Unit that will emerge from the process, will be intelligence-driven and restricted to the prevention and detection of armed robbery and kidnapping, and apprehension of offenders linked to the stated offences, and nothing more.”

He further said, “I have also directed the IGP to ensure that all operatives in the emerging Unit conduct their operations in strict adherence to the rule of law and with due regard to International Human Rights Law and the constitutionally guaranteed rights of suspects. The operatives should also bear proper identification anytime they are on duty.

“I have also directed the National Human Rights Commission to set up a Special Panel that will conduct an investigation of the alleged unlawful activities of SARS in order to afford members of the general public the opportunity to present their grievances with a view to ensuring redress.”

The detail of the overhaul was contained in the statement by the Force Public Relations Officer, Ag. DCP Jimoh Moshood, a new training programme would be organised in collaboration with other establishments for the SARS personnel for better performance.

The statement reads:

“The Inspector General of Police in compliance with the Presidential directives has ordered the immediate overhauling of the Special Anti-Robbery Squad (SARS) to address complaints and allegations on human rights violations against some of the personnel of Special Anti-Robbery Squad (SARS) from members of the public in some parts of the Country.

“In the new arrangement, a new Commissioner of Police has been appointed as the overall head of the Federal Special Anti-Robbery Squad nationwide.

“The Federal Special Anti-Robbery Squad previously under the Force Criminal Intelligence and Investigations Department (FCIID) is henceforth to operate under the Department of Operations, Force Headquarters Abuja. The Commissioner of Police (FSARS) is answerable to the Inspector General of Police through the Deputy Inspector General of Police, Department of Operations.

“In observance of full compliance with the Presidential directives, the Federal Anti-Robbery Squad will be intelligence driven and will be restricted to the prevention and detection of Armed Robbery, kidnapping and the apprehension of offenders linked to the stated offences only.

“New FSARS Commanders are being appointed for the Federal Anti-Robbery Squad (FSARS) across the country that will now exist and operate in the State and Zonal Commands under the Commissioner of Police (F-SARS) at the Force Headquarters, Abuja. A Federal SARS Commander of a Rank of Chief Superintendent of Police (CSP) but not below Superintendent of Police (SP) will be in charge of FSARS in State and Zonal Commands across the Country.

“All Commissioners of Police have been directed by the Inspector General of Police to comply with this directive with immediate effect and warn their personnel not to pose as SARS operatives. The IGP X-Squad and Monitoring Unit have been mandated to go round the Commands and Police Formations nationwide to ensure strict compliance with the Presidential directives and apprehend any erring police officer.

“A new Standard Operational Guidelines and Procedures, and code of conduct for all FSARS personnel to ensure that the operations of the Federal Special Anti-Robbery Squad is in strict adherence to the rule of law and with due regards to international human rights law and constitutionally guaranteed rights of suspects will be enforced in totality by the Commissioner of Police, FSARS. Other measures to be implemented by the Force in observance of full compliance with the presidential directives are as follows:

i. Human Rights Desk Officers for FSARS in every State to take complaints from the public and forward same to Force Headquarters, the officer will be answerable to the Commissioner of Police, FSARS at the Force Headquarters and not Commander FSARS in the States.

ii. Medical/Psychological evaluation of all FSARS personnel will be carried out immediately.

iii. Redesigning of new uniform with identity name tag for all FSARS personnel throughout the Country will be done immediately.

iv. Henceforth, FSARS personnel will not perform Stop and Search duties except on distress call to respond to armed robbery and kidnapping offences only.

“The Force will be transparent, cooperate, and work cordially with the National Human Right Commission on the special panel that will conduct an investigation of the alleged unlawful activities of FSARS to address grievances from the public against the personnel of FSARS in compliance with the presidential directives.

“Furthermore, a new training program to be organized by the Force in collaboration with some Civil Society Organizations (CSOs), Local and International NGOs, and other Human Rights Organizations on core Police Duties, Observant of Human Rights and Handling, Care and Custody of Suspects have been directed by the Inspector General of Police for all Federal SARS personnel nationwide with immediate effect.

“A committee of Senior Police officers, Technical Consultants, Human Rights/Civil Society organizations (CSOs) has been setup to review the activities of FSARS under the new arrangement. They are to pay unscheduled visits to FSARS formations across the country with particular attention to States with high complaints index, to assess facilities and situations in these States and submit report to the Inspector General of Police on regular basis.

“However, aggrieved members of the public who have any complaint in the past or present of violation of their rights by any Special Anti-Robbery Squad (SARS) personnel anywhere in the country are to report through any of the following channels for investigation and redress.

Rumour has it that Nollywood actress, Mercy Aigbe, has packed out of her new husband, Kazeem Adeoti better known as Adekaz’s house barely three months after the wedding.

The thespian reportedly moved out of their matrimonial home because his first wife, Funsho, who is based abroad, is coming back to Nigeria soon.

She is said to have returned to her own house, however, it’s unknown if she and her new husband are having marital crisis.

Buhari jets out Turkey for summit

President Muhammadu Buhari will on Thursday leave Abuja for Istanbul, Turkey, to attend the third Turkey-Africa Partnership Summit, hosted by President Recep Tayyip Erdogan of the Republic of Turkey.

According to the organisers, the theme of the Summit is ‘‘Enhanced Partnership for Common Development and Prosperity’’ and the agenda includes reviewing the cooperation between African countries and Turkey since the last Summit in 2014.

This was disclosed in a statement by Garba Shehu, the Senior Special Assistant to the President on Media & Publicity, on Thursday morning.

The third Turkey-Africa Partnership Summit is coming on the heels of President Erdogan’s recent State visit to Nigeria during which several agreements in the fields of energy, defence industry, mining and hydrocarbons were signed to expand existing bilateral ties.

The Turkish leader had during the visit to Nigeria, affirmed his commitment to immediately expand the volume of trade between the two countries to 5 billion dollars and the Nigerian delegation will seize the opportunity of the gathering in Istanbul to enhance cooperation with other partners for more trade and investment opportunities in the country.

It is expected that the Summit would provide guidelines and direction for cooperation with African countries for the next five years.

ISWAP gives notice of Christmas attack on Adamawa community

The Islamic State of West African Province (ISWAP) has dropped letters indicating its plan to attack Michika, a local government area in the northern part of Adamawa State.

Michika has long shared with neighbouring Madagali, the fate of being the LGAs in Adamawa State that are most troubled by terrorists, initially the Boko Haram elements of the terrorist actors.

Sources said the letters sent out by ISWAP could be seen flying around in places around Michika.

“Yes, threat letters were dropped in Bazza and Michika towns. The terrorists have warned of an impending attack on our communities during Christmas festivities,” one of the sources said.
“As it is, our people have been terrified because the terrorists have earned a reputation of carrying out their threat anytime they make one.” the source added.

Contacted Wednesday afternoon, the state Police Public Relations Officer, DSP Suleiman Nguroje, said he was yet to get any dependable report on the matter.

The Brigade Commander of the 23 Brigade in Yola, Aminu Garba, would not make an authoritative comment either.

He said Michika did not fall within his control area and suggested contact with 28 Brigade in Chibok, Borno State.

Aminu Garba, however, boasted that ISWAP would not come into Michika and mess the place up unchallenged.

Nigeria records 730 new COVID-19 cases in 10 states, FCT

Nigeria recorded 730 new cases of COVID-19 in 10 states and the Federal Capital Territory (FCT), bringing the total number of confirmed cases in the country to 218,596.

The Nigeria Centre for Disease Control (NCDC) disclosed this on Website on Wednesday morning.

The centre said Nigeria did not record any death.

The NCDC said 431 new cases were reported in Lagos, FCT (174), Rivers (38), Ogun (32), Akwa Ibom (25), Anambra (11), Katsina (7), Bayelsa (4), Niger (4), Kano (3), and Ekiti (1).

The centre said he death toll still stands at 2,983 as at Tuesday.people have been discharged.

The centre said that 3, 686,403 sample tests had been conducted since the virus was announced on Feb. 27, 2020.
